President's New Freedom Commission Subcommittee Paper Released

On June 15, the Criminal Justice Subcommittee of the New Freedom Commission released its background paper on the issues confronting the criminal justice system in dealing with the large numbers of people in U.S. state and federal prisons, local jails and community corrections with mental disorders. The paper presents the scope of the problem, looks at the issues, and describes alternatives such as diversion. Clearly outlined policy options are provided.
