Models for Change

Each participating state has identified three Targeted Areas of Improvement that they intend to address through participation in Models for Change.  Please click on a tab to view.

  • Pennsylvania
  • Illinois
  • Louisiana
  • Washington

Pennsylvania, the first state selected to participate in the Models for Change initiative, is focusing its efforts in three areas: 

      1. Improving and coordinating access to mental health services for youth in Pennsylvania’s juvenile justice system
      2. Working towards successful models in aftercare
      3. Reducing disproportionate minority contact

Illinois, the second Models for Change state, has targeted:

      1. Reforming Illinois’ automatic transfer laws
      2. Expanding community-based alternatives to secure confinement
      3. Reducing disproportionate minority contact

Louisiana, the third state selected for participation in Models for Change has targeted:

      1. Developing alternatives to formal processing and secure confinement
      2. Establishing a network of evidence-based community services
      3. Reducing disproportionate minority contact

Washington, the last Models for Change state selected is focusing its reform efforts on:

      1. Developing and improving access to effective, alternative interventions for truant youth
      2. Reducing disproportionate contact with the juvenile justice system among youth of color
      3. Ensuring that justice-involved youth with mental health problems are identified and provided with services that are evidence-based and culturally responsive
